Cornelius Holden is a Senior Nuclear Safety Consultant to Talisman. Before joining Talisman, he served 26 years with the Nuclear Regulatory Commission (NRC). As the Director of the Division of Risk Assessment and the Deputy Director for Licensing Project Management at the NRC in the Office of Nuclear Reactor Regulation, he directed the policy development, licensing, and implementation of regulatory programs including power uprates, plant restart following long term shutdown, and application of risk informed activities for operating nuclear reactors. Additionally, he held supervisory positions in the Division of Engineering and the Division of Inspection Programs. He supervised the NRC development, training, and implementation of the Reactor Oversight Process. He has provided expert consulting to nuclear utilities supporting several 95002 and 95003 mock inspections, supporting DCD and COLA preparations, and supporting licensing renewal reviews.
Mr. Holden holds a B.S. in Mechanical Engineering from the U.S. Naval Academy. He served in the U.S. Navy in the Nuclear Submarine Program.
