Elmo Collins is a Senior Nuclear Consultant at Talisman. He has 37 years of experience in nuclear safety and regulation, including a 26-year career at the U.S. Nuclear Regulatory Commission (NRC). He has an extensive background in NRC inspection, enforcement, licensing, assessment, risk analysis, incident response/emergency preparedness and high-level waste programs. Prior to retiring from the NRC in 2013 as the Regional Administrator for NRC’s Region IV, he served on the NRC’s post-Fukushima executive steering committee and served in a number of headquarter and regional positions including Director, Division Inspection and Region Support; Deputy Division Director, Division of High-Level Waste Repository Safety; and Director, Division of Nuclear Material Safety, Region IV.
Mr. Collins began his career as a Nuclear Trained Submarine Warfare Officer on the USS Thomas A. Edison in the U.S. Navy. After leaving the Navy, he worked in the commercial nuclear industry as an Operations Engineer and Systems Test Engineer at General Electric, where he also earned his Senior Reactor Operator certification.
Mr. Collins has provided briefings to members of the U.S. Congress and Senate as the NRC representative. He has been the guest speaker in many industry and university forums including seminars, lectures, conventions and workshops. From 2007-2013 he served on the Advisory Board for the Engineering Department at The University of Texas at Arlington.
Mr. Collins received a B.S. in Operations Analysis from the U.S. Naval Academy.
