Frank Miraglia is a Senior Nuclear Safety and Licensing Consultant to Talisman. He has served as a member of the Offsite Nuclear Safety Committee for several facilities and was a member of INPO’s Nuclear Accreditation Review Board from 2003 to 2010. He has more than 40 years of professional experience in the safety of and licensing of nuclear facilities. Mr. Miraglia was involved with numerous environmental assessments needed to support licensing activities. He conducted environmental reviews and prepared Environmental Statements related to the construction and operation of nuclear power reactors. He was responsible for planning, scheduling and coordinating all technical effort in reviews for projects assigned, including Arkansas Nuclear One, Comanche Peak Steam Electric Station, Hope Creek, Midland, Salem and South Texas Project.
During his Nuclear Regulatory Commission (NRC) career, Mr. Miraglia served as Deputy Executive Director for Reactor Programs and was responsible for the implementation of agency programs associated with nuclear reactor regulation and regional operations. This program consisted of a staff of over 1,400 and millions of dollars of technical support and research. He served as Deputy Director, NRC’s Office of Nuclear Reactor Regulation, from April 1990 until December 1998. This office consisted of a staff of over 700, and he was responsible for the reactor regulation program for all commercial, test and non-power reactors in the U.S. Mr. Miraglia received B.S. and M.S. degrees in Chemical Engineering from the Polytechnic Institute of Brooklyn.
