J.D. Wilcox

wilcox_jd_photoJohn, “JD” Wilcox is a Nuclear Safety Consultant at Talisman. He has over 40 years of extensive leadership, supervision, management, and technical experience in both the public and private sectors.  His professional experience includes service at the U.S. Nuclear Regulatory Commission (NRC), a U.S. nuclear utility, and several large U.S. consulting firms.  His extensive knowledge of nuclear power plant construction, operations, maintenance and engineering includes regulatory, safety and environmental aspects.  Mr. Wilcox’s ability to organize and direct projects is aided by his understanding of the methodologies required to design, construct, modify, test, maintain and operate programs and facilities – skills critical to the successful coordination of large, multiple location projects and facilities. He was directly responsible for several operational, maintenance and construction programs as a manager, consultant and engineer and received numerous awards and noteworthy recognitions for outstanding accomplishments from various organizations.

Mr. Wilcox served as Team Leader for numerous special and focused inspections within NRC’s Office of Nuclear Reactor Regulation (NRR). As a Senior Resident Inspector in NRC’s Region II, he was responsible for the regulatory oversight of permitting, licensing, and operations to ensure that the quality of construction and testing allowed for safe facility operation within NRC regulations. He represented the federal government to news media and utility, state and local officials. As a Reactor Inspector in the regional office, he was responsible for developing the inspection program to facilitate steam generator replacements at several nuclear facilities, leading activities associated with inspecting the licensee involvement in performing refueling outages and completing modifications.

Mr. Wilcox has also worked for the South Carolina Department of Transportation directing engineering, maintenance, facilities and construction projects related to transportation structures, systems and components. He also served as the State highway representative for public hearings, meetings and sessions with elected officials and as an expert witness for court proceedings and administrative hearings. He served in the U.S. Army, retiring with the rank of Lieutenant Colonel. Mr. Wilcox received a B.S. in Civil Engineering from The Citadel.  He has undertaken post graduate work in Technical Nuclear Engineering at North Caroling State University and Technical Engineering Codes at Ohio State University, as well as course work in Management, Leadership and Professional Development.
