Jack Roe is Director of Regulatory Services at Talisman. He has more than 40 years of professional experience in the safety and security of nuclear facilities and environmental assessments needed to support licensing activities. Previously, from 2005 to 2011, he held several management positions at the Nuclear Energy Institute (NEI) including Director Security, Director Operations Support, and Director Security Integration and Coordination. At NEI he managed the industry’s programs for the implementation of the new cyber security rule, the revised physical security rule, fatigue management (work hours) rule and licensed operator qualification and training requirements for new reactors. Prior to joining NEI, Dr. Roe was Vice President for Nuclear Safety Programs at Advanced Technology and Laboratories and Manager of International Safety Programs at Scientech, Inc. Prior to joining Scientech, Inc. in 1999, he was a senior executive at the U.S. Nuclear Regulatory Commission (NRC) with more than 20 years in positions of increasing responsibility.

At the NRC, Dr. Roe served as Deputy Executive Director for Operations and supported the Executive Director for Operations in managing the operations of the agency.  As a division director he was responsible for the regulatory oversight of the licensing programs for both operating nuclear power plants and advanced nuclear power plant designs.  He was responsible for national programs in a wide range of areas including rulemaking for nuclear power plants, advanced nuclear power plant designs, nuclear power plant license renewal for more than 40 years, maintenance inspections of nuclear power plants, operator licensing, quality assurance, special inspections, emergency procedures development, systematic assessment of licensed performance, environmental issues, nuclear power plant decommissioning, emergency preparedness, security, radiation protection, financial matters, and antitrust matters.

Dr. Roe has significant international regulatory experience. He served as the U.S. Delegate to the International Atomic Energy Agency’s (IAEA) Convention on Nuclear Safety, and was the principal editor of the “United States National Report for the Convention on Nuclear Safety.”  He was a member of the Nuclear Energy Agency’s Committee on the Safety of Nuclear Installations (CSNI).

Dr. Roe has testified before Congress and the NRC Commission on issues associated with safety at nuclear facilities.  He has provided litigation assistance on cases involving NRC regulatory actions, and he also was a member of the Engineering Assessment Board for the Restart of the Davis-Besse Nuclear Power Plant.

 

Dr. Roe received a D.Sc. in Mechanical Engineering from George Washington University, an M.S. in Mechanical Engineering from the University of Texas and a B.S. in Naval Engineering from the United States Naval Academy.
