James T. Wiggins

Wiggins_JimJim Wiggins is a Senior Nuclear Safety Consultant at Talisman. He has over 41 years of safety and security experience, including senior level positions in the Nuclear Regulatory Commission (NRC) Headquarters Offices and a Regional Office. He has focused his attention on the safe and secure operations of nuclear plants, on assessment of performance of those plants and on recovery of plants with performance issues. His last assignment with NRC was the Director of the Office of Nuclear Security and Incident Response (NSIR), responsible for physical, information and cyber security, threat assessment, emergency preparedness and incident response. Mr. Wiggins also held the positions of Deputy Director, Office of Nuclear Regulatory Regulation (NRR), Deputy Director, Office of Nuclear Regulatory Research (RES) and Deputy Regional Administrator, Region I.

In the nuclear security area, Mr. Wiggins guided the execution of the NRC Force-on-Force program, involving mock attacks on nuclear power plants and certain fuel facilities. He led the NRC staff in making those exercises more realistic. Also, during this time, the NRC completed the framework for acceptance of cyber security plans and he guided the initial program implementation activities, including the development of a consequence-based process for deciding on the nature and extent of cyber protective features needed for plant digital control systems.

While in NRR, Mr. Wiggins provided leadership to the staff performing licensing, rulemaking, inspection and assessment functions. During his time in NRR, the Office made important improvements in the licensing process, addressed some substantive technical issues and assured the continued effectiveness of the Reactor Oversight Program.

Mr. Wiggins has extensive experience in Regional Office activities, starting as an inspector, including senior resident inspector at a plant in its initial test and operational readiness programs. Also, as a supervisor, manager and executive, he oversaw assessment activities and led NRC actions to follow plants in recovery from performance deficiencies. Mr. Wiggins received a Bachelors of Electrical Engineering from Villanova University.
