John Kinneman is a Senior Nuclear Safety Consultant at Talisman. He has over 40 years of nuclear safety experience in the public and private sectors. Upon his retirement from the Nuclear Regulatory Commission (NRC) in 2013, Mr. Kinneman was the Director of Fuel Facility Safety and Safeguards. During his career with the NRC, he served in a series of increasingly responsible staff and management positions in the Region I Office and the Office of Nuclear Materials Safety and Safeguards, including Radiation Safety Officer for the NRC’s Region I Office. Prior to working with the NRC, he was the quality control supervisor at the E.R. Squibb facility producing large amounts of high activity radiopharmaceuticals.
Mr. Kinneman has led many public and internal meetings regarding safety issues at nuclear facilities and is recognized as a leader who can address and resolve conflict. He has led or managed assessment teams that reviewed safety and regulatory issues at NRC licensees and Agreement States and has evaluated safety and regulatory issues in developing countries for the International Atomic Energy Agency (IAEA). Mr. Kinneman has served as a guest lecturer at the Harvard University School of Public Health and the Columbia University School of Public Health, a lecturer at the Health Physics Society Summer School, and a developer of and lecturer at NRC training courses.
Mr. Kinneman provides consulting services and solutions to safety and compliance issues for nuclear fuel cycle facilities, users of radioactive materials, and power reactors. He provides solutions in safety program management, including development and implementation; regulatory compliance; emergency preparedness and response; accident and incident investigation; program development and implementation; readiness reviews; construction and startup evaluation; and public education. He has particular interests in the development of appropriate Safety Culture, problem identification and resolution, management effectiveness and understanding and resolution of conflict.
Mr. Kinneman attended Rutgers University where he received an A.B. in Biochemistry and completed some graduate work in Health Physics and Environmental Science.
