John E. Tomlinson serves as a Senior Nuclear Security Consultant to Talisman International. He retired as a Deputy Assistant Director in the U.S. Secret Service, followed by a Senior Executive Service (SES) appointment at the Department of State, as the Senior Policy Advisor on Security; and most recently served a combined twelve years as a Senior Level Service (SLS) Security Policy Advisor, and later as a Security Consultant in the U.S. Nuclear Regulatory Commission’s (NRC) Office of Nuclear Security and Incident Response.
Mr. Tomlinson served in the Secret Service under four Presidential administrations, performing in a range of investigative and protection-related positions, and later in Government Liaison, Congressional Affairs, Media Relations, and as a member of the Director’s staff, policy formulation and execution. In the Department of State, he reported directly to the Assistant Secretary responsible for physical, technical, and procedural security domestically, as well as at more than 250 U.S. Embassies and Consulates abroad. Further, he was accountable for enhancing and overseeing relationships with both external and internal stakeholders. In the Nuclear Regulatory Commission, Mr. Tomlinson provided security-related expertise and advice to management at multiple levels; had an integral role in drafting/editing Orders, regulations, internal and external communication, security-related legislation, and external outreach to both law enforcement and non-law enforcement entities. DHS, FBI, NEI, ATFE, Defense Threat Reduction Agency (DTRA), and the Department of Justice are examples of such outreach.
Mr. Tomlinson graduated from Virginia Commonwealth University with a B.S. degree in Criminal Justice; and having received a Graduate Fellowship from Eastern Kentucky University, completed an M.S. degree in Criminal Justice there. Later, as the Secret Service delegate to the National War College, Washington, D.C., he received an M.S. equivalency in National Security Strategy and Policy.
