John Bickel is a Senior Nuclear Safety Consultant at Talisman. He has 40 years of professional experience in the domestic and international nuclear power industry, including internationally recognized expertise in the analysis, design, and licensing of commercial nuclear reactor control and protection systems, preparation of Safety Analysis, Probabilistic Risk Assessment (PRA), and safety evaluation of reactor systems including: shutdown systems, onsite electric systems, active and passive core and containment cooling systems, and spent nuclear fuel handling systems. He has line manager experience with a U.S. Nuclear Regulatory Commission (NRC) licensed nuclear utility responsible for commissioning, modification, and operational support of four nuclear power plants.
Dr. Bickel has provided expert consulting services to the European Bank for Reconstruction and Development (1994-1996), the Lithuanian State Atomic Energy Safety Inspectorate (1996-2004), the United Nations Korean Peninsula Energy Development Organization related to the Light Water Reactor Project in North Korea (2000-2001), the NRC’s Advisory Committee on Reactor Safeguards (2006), the Swedish Nuclear Power Plant Inspectorate and Swedish Radiation Protection Authority (2008-2012), the Institut de Radioprotection et de Sûreté Nucléaire of France (2012-2014), and the U.S. Department of Energy (DOE) Office of River Protection (2014-2015).
Teaching and technical training activities include: teaching a university level Fundamentals of Nuclear Engineering Course for electrical, mechanical, chemical engineers at the NRC, teaching introductory courses on Reliability Analysis, Nuclear Power Plant Probabilistic Risk Assessment in the Ukraine (1995), at Kaunas Technical University in Lithuania (1998-2002), and the USNRC Nuclear Power Plant Licensing Review Process in the Czech Republic (1994), and in the People’s Republic of China (2008). Dr. Bickel was Mentor Qualified at Xcel Energy to train/certify engineering personnel in Core PRA Tasks, and MAAP4 Code Severe Accident Analysis methods. Recently he served as Chairman, OECD Nuclear Energy Agency Working Group on Defense in Depth of Nuclear Power Plant Electrical Systems and Electrical Grid Interaction, as a Member of the Electric Power Research Institute (EPRI), Safety and Risk Management Advanced Planning Committee (2010- 2013).
Dr. Bickel is a Member, American Nuclear Society/American Society of Mechanical Engineers Joint Committee on Nuclear Risk Management, ANS/ASME RA-Sa Standard Working Group (2014-present). He earned his Ph.D. in Engineering Science and M. Eng. in Nuclear Engineering from Rensselaer Polytechnic Institute. He also holds an M.S. in Physics and B.S. in Mathematics from the University of Vermont.
