Paul Hartmann is a Senior Nuclear Safety Consultant at Talisman. He has more than 30 years of nuclear safety experience, including 25 years with the U.S. Nuclear Navy, the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE). He has been most recently involved with reviews for and the handling and control of Sensitive Unclassified Information (SUI), including Safeguards Information (SGI), for the Licensing Support Network Project for DOE. This effort included developing programmatic controls, and training of staff for reviews and proper controls of SUI, including SGI. Prior to his retirement from the DOE, he held several senior positions at the Rocky Flats Site including the Assistant Manager for Performance Assessment (Acting). He was responsible for DOE Field Office assessments of contractor performance, including management of Facility Representatives. He also served as DOE’s Lead for implementation of Integrated Safety Management (ISM), including standards development and implementation, and worked on significant clean-up programs involving environmental laws such as CERCLA and RCRA.
Mr. Hartmann also served as the Director of Internal Assessments, implementing the Employee Concerns Program and managing independent assessments of DOE Field Office performance. He conducted comprehensive assessments of the DOE Technical Qualification Program at Rocky Flats, Hanford, Albuquerque, Pantex, and Los Alamos sites. Additionally, he developed the Price Anderson DOE Field Oversight Program at Rocky Flats. Mr. Hartmann was a Senior Resident Inspector at two nuclear power plants (PWR and BWR) and a Resident Inspector at several other sites over a nine-year period with the NRC. He performed inspections of nuclear power plants in all phases of construction and operation. He was one of three Senior Resident Inspectors selected to participate in the Region III Reduced Inspection Program, which provided significant input to the NRC regarding tailoring inspections to licensee performance. He also participated in several team inspections and led an Augmented Inspection Team (AIT). Mr. Hartmann earned degrees of Bachelor of Science, (University of New York State), Master of Science (University of Denver) and Juris Doctor (William Mitchell School of Law). He is a member of the Minnesota Bar.
