Roger D. Lanksbury

rlanksbury.jpgRoger Lanksbury is a Nuclear Safety Consultant to Talisman. He has over 39 years of experience in the nuclear power industry at both construction and operating reactor sites.  Mr. Lanksbury retired from the Nuclear Regulatory Commission (NRC) in 2012 as a Senior Project Manager in Region II’s Division of Construction Projects where he developed NRC inspection procedures for construction programs to facilitate inspections at vendors, constructors, and licensees at new construction sites.

Mr. Lanksbury’s NRC career included reactor safety and operator licensing assignments at NRC’s Region III Office in Lisle, Illinois, and Region II Office in Atlanta, GA. Prior to being promoted to a Branch Chief in Region III he was a reactor inspector, operator licensing examiner, and Senior Resident Inspector.  As an NRC Reactor Programs Branch Chief in Region III, he provided oversight of the reactor safety and resident inspector programs.  As the Region III Operations Branch Chief, Mr. Lanksbury oversaw the implementation of the NRC operator licensing process and inspection program of reactor site requalification programs.  In this capacity he reviewed and approved all operator licensing examinations (written, simulator, and job performance measures) and results and was authorized by the NRC to sign new operator licenses and renewal licenses.  Mr. Lanksbury was also a key member of the NRC Region III Incident Response Team for reactor safety.

Mr. Lanksbury has a thorough knowledge of the operational and engineering applications used at nuclear power plants and has demonstrated experience in identifying and analyzing potential safety significant issues for BWR and PWR reactors. He is extensively trained to observe, review, assess and report on equipment testing, engineering, maintenance, operations activities, and facility management, such as quality assurance and administrative controls.  Mr. Lanksbury also possesses a thorough understanding of NRC rules, regulations, and procedures for administration and enforcement of licensee activities for operating nuclear plants as well as those under construction license per 10 CFR Part 52.

Mr. Lanksbury is a Certified NRC Inspector and a Certified NRC Construction Inspector. He is an experienced team leader and has led numerous Augmented Inspection Team (AIT) and Special Inspection Team inspections.  He is a Qualified Operator Licensing Examiner and is trained in BWR technology.  Mr. Lanksbury received a B.S. in Nuclear Engineering and a B.S. in Physics, both from Kansas State University.
