Steven Root is a Senior Nuclear Engineer Consultant at Talisman. Before joining Talisman he was a Project Manager at the Southern California Edison (SCE) San Onofre Nuclear Generating Station. He has more than 39 years of nuclear experience, including project manager, supervisor, team leader and senior engineer positions at SCE, and nuclear propulsion engineer positions at the U.S. Department of Energy (DOE). His experience at SCE includes initial startup and licensing; developing emergency operating procedures; managing implementation of NRC orders and rule changes; managing force-on-force inspections; and performing supporting licensing and technical work including analysis and modifications related to plant systems, hazards, regulatory gaps, timelines, blast protection, target sets, and compensatory measures; and representing the company in matters before the Nuclear Regulatory Commission (NRC). He was the lead evaluator at San Onofre for both 10 CFR 50.54(p) evaluations of security plan changes and 10 CFR 50.59 evaluations of facility changes involving system interactions. He has been an active participant in industry working groups that developed implementation guidance, and performed the core technical work for NEI 09-05 guidance on unattended pathways.
Mr. Root earned B.S. and M.S. degrees in Mechanical Engineering from Stanford University and an M.B.A from the University of Phoenix. He is also a graduate of the Bettis Reactor Engineering School, Naval Reactors.
